I took my boat out this weekend but when i try to make it go full throttle it would stop going forward and just kind of spin, like when you spin your tires in the mud, you hear a sound but don't go anywhere. Any suggestions?

Sounds like a spun hub to me. You can get the prop repaired or buy a new one. If you can borrow a suitable prop, check it out.

You can also mark the prop and hub with a waterproof marker, like a sharpie, then run the boat and check to see if the marks are out of line.

You better hope you got a spun hub ,the other alternative is far more expensive :)

When did you check the oil in the lower unit , the 1964 90hp got a electric gear .
Check the oil ,if you find water in it ,change it , use ONLY oil that's made for OMC electric LU's ( Named "Type C " or OMC premium blend )

One other thing to check is the charging + battery , to function good this LU requires a good battery with max power .

If it's still not working , it's going to cost you some BIG money .

For more info about this LU , try a search on electric gear ,electric lower unit , NOT hydroelectric.
