Gear shift OMC on 90 hp Evinrude

I do not have enough actuator movement to shift into reverse and do not know what --move the cable to a lower hole--means. Where is the hole?

The hole is on a lever in the control box where the shift cable attaches.

Thank you, am very thankful for your input and will take a look at the control box. We move the plastic guide by hand forward about an inch with the engine running and she pops into reverse. Was not sure where this "shortness" was coming from.
