gears not engaging

I have a 150hp Suzuki outboard. When I shift the lever into forward or reverse it just increases the throttle speed as if in nuetral. I checked the cable and it is moving the triangular shaped lever on the outboard. I have not checked the lower unit oil yet. I was not sure if there was any safe stop to keep gears from engaging when there was low oil. Usually you can feel it pop into gear when pushing the throttle forward or backward so I dont think the drive shaft is being engaged at all. Any help would be appreciated.

solved my own problem. There was linkage behind the throttle that had broken. The plastic was split where the metal threaded rod screwed in.
