gel coat application help

i have a 13 feet fibreglass boat which had undercoat and paint on the gel coat. i removed all of the paint using sand paper. the gel coat under the paint was flaky. can i reapply a new gel coat to this boat? can i give the gel coat colour? how is it applied on the surface?
