gel or paint repairs

I have a bayliner capri 96. There are some white scratches in the blue stripe portion. Nothing deep except one.
Is this blue section paint or gel? What would be the best way to fix this?

Nobody fixes scratches in their colored hulls?

is it tape for is it the paint? they have scratch removers at some auto stores. im not sure if this would work the same for the boat..
