Gen 2 u joint bellows sleeve...UGH!

I am just finishing a gimble bearing and bellows replacement on a 2000 Alpha 1 Gen 2 and all was going great until I got to installing the bellows sleeve into the u-joint bellows. I made the installation tool as shown in the ?sticky post? and have been spraying the sleeve with Power Tune as recommended but have had no luck getting the sleeve even started into the bellows. The bellows keep sliding out of the groove and I seem to be making no progress no matter how much or how little force I use on tool. What am I missing here? Is this really that difficult or am I just being dumb? How much force should it take? Should I put bellows cement on the O.D. of the bellows and glue it to the bell housing? Any help would be greatly appreciated! Thanks!

Yes the factory service manual calls for quicksilver bellows adhesive to aid in this installation Part# 92-86166. I would let the adhesive set up prior to the outer section of the bellows are installed.
