Generator Spinning like a electric motor with engine off??

I have a 1960 Evinrude Lark 40hp and it has a side mounted generator. Problem is the generator spins like a electric motor at a pretty good fast speed like a power drill speed and runs the battery down.. The belt is removed. There are three wires, 2 of which are green, one was connected to the generator, 1 green one is not connected and has a spade connector on the end that goes around to a silver thing on the back of the motor.. Another I believe purple wire goes to the other post on the generator.

Sounds like some screwed up wiring or a bad cut out relay in the voltage regulator.

Definitly screwed up wiring. That may in turn have destroyed the regulator. The generator wires are blue (field) and yellow (armature). There are no purple wires.
