getting a prop repaired

I took a bent prop in for repair for my father's 1979 volvo. $85 later got it back and tried to install it on the boat and noticed that the hub not pushed all the way in the prop and would not allow the lock washer to catch on the spines.

I took the prop back to where I had it repaired and they say that with a prop repair they do not do anything with the hub.

Is that standard practice that a prop repair not include a hub repair ?
