ZmOz
As I said before glass in a 1/4 peice of plywood and screw the pump to it. But that doesn't answer your current question..
Mabe try 3M 5200 sealant.. lets see what others have to say first

Link
Screw the pump to something thin, if it is wood, seal it somehow. Rough up the surface you want the pump to be affixed to using 40 or 60 grit sandpaper. Use a strong 2 part epoxy meant for glueing or bonding, something with some thickness to it. The pump will stay put for sure.
ZmOz,

You can buy small two part epoxy kits, at the hardware store, for well under $5.00.

I agree, with the others, attach it to something else and glue that to the f-glass.
I have a 75gallon aquarium, that is put together only with silicone. Sticks great, is waterproof (the elements will not make it come up) and can be easily removed with no trace.
