Ok very strange problem that weve been having with our boat..

So we just had a rebuilt 350 installed in our boat and we rebuilt water pump, alt, top end, carb, and wiring. We had the boat out yesterday and purred like a kitten. The odd thing is that the temp was between 90-130.(Thermo installed 190?) Towards the end of our trip we were fishing along the coast. Anchored up for about 2hrs and started the boat. The temp went up to 210. Contemplated on if something was stuck on the shell. Nadda there. Ended up waiting for about 20min before starting again. Once again temp went back up. Another 20min decided to try something, popped in rev up to 3k rpm then fwd the temp instantly went from 210 to 100. Thinking that the thermo went out decided to turn it off. Checked the thermo and was fine no rust or blockage. Noticed that there was smoke/steam coming from the carb so got the extinguisher out just to be safe.(very concerned here)
Now this is the 2nd time that this has happened. When we got to the clean out put the boot on noticed that the boat wasnt getting water. Turned it off did the same thing that we did earlier and boat was up and running again.
Possible Ideas:
Timing
Distributor
improper belt
Being that the mech that installed the motor said that it was a few years newer then the previous 350 that was installed had me think that some of the dressings werent compatible. The mech assured me that they were fine.
Just need to have some input on this. Any ideas would prove useful
