I ended up taking the carb of and tearing it apart and found that there was some gumed up gas in the bottom of the floatbowl that was causing the problem. I cleaned everything out and reinstalled it and it fired up and idled like a champ.

I have a cooling question. If there is a stream of water coming from the tell tale does that mean that the cooling system is working properly? I let the motor idle for awhile and it got warm but I'm not sure what HOT or WARM is for outboards. Also, there is a themostat on top of the cylinder head and a tube that runs from that to the side of the power head that I'm guessing is the exhuast ports. Does the water enter the themo first or last?

I believe that you should be able to touch the head for a few seconds. If the head feels instantly hot the motor is running to hot. Usually, if there is H2O coming from the tell-tale than the cooling system is working correct.
