Got the boat running finally.. well almost! Need carb advice!

Okay, finally got the engine put back into my boat, reattached just about everything and got ready to fire up the 'ol girl. After a few turns it roared to life, ran decent at about 1200rpms (would stall above and below that while it was cold) and went and starting checking for proper water flow and all that. After confirming I had water fully going threw the system (finally) I let it sit and warm up. I could after about 10 minutes get it to rev as high as I wanted without stalling but sill didn't want to run below about 800 rpms. Finally after about 15 more minutes of varying the throttle I was able to get it to idle at about 500 rpms for a minute until I noticed the temp was just shy of 220 degrees! So I shut her off and now I'm here.

Also, there are two fuel lines coming from the pump, one yellow/clear soft line and a metal hard line. Should I see fuel coming from the soft line at the top of the carb or what? I think it's running lean which would explain the added heat, but I'm not sure. I just simply do not know carbs well enough.

And it's an '83 OMC 2.5 with a 400 stinger drive. New hoses, new raw water pump, new thermostat.

the yellow line is the fuel pump vent. there should never be fuel in that line. if there is, your fuel pump is shot. its as safety feature so that when your fuel pump fails, your boat doesnt blowl up.

Well dang it then. I really have no idea why it's over heating then. I have good flow of water to and from the engine.. any ideas on what to check now?

Well I think I might know the issue, just not 100% on why or where.

Just went to fire it up and I had removed the fresh water hose from the Tstat housing. Seemed like after a few minutes (shouldn't it be almost instant??) I got water flowing out of it finally. But I noticed while i was waiting for water, I had exhaust gases coming out! And when I did finally get water it was pretty hot already after only having the engine running a few minutes.

So I'm thinking I either botched the raw water pump install or maybe something else? Some input in the right direction would be awesome. Thank you all

Either the small 1/2 moon key slipped and is not turning the impeller or the stainless plate on the pump is upside down. The hose from the transom to the thermostat housing should have a steady flow that cannot be held back with your thumb.
