Grandfather's Johnson 1971 9.5HP Not Starting

I have recently acquired my grandfather's 71 Johnson 9.5hp outboard motor and am having some troubling getting it up and running. It had been sitting in my dad's garage for 10+ years and has not been run in that time but I was told it was running before they bought a larger OM. I went ahead and rebuilt the carburetor right off the bat just to make sure that was not the issue but now I am unsure what to try next. I have almost no other engine experience besides my old riding lawnmower and would prefer to put money into this motor in the most effective way. I would really appreciate any thoughts or suggestions on what to try and in what order. Thanks so much!

I agree, next get a Compression Gauge on loan free from local auto parts store. Also check the spark not using the Go/NoGo glow plugs tester (those are misleading, not stringent enough) . Buy an adjustable spark tester, make sure you get at least 5/16 gap jumped. Also read LeeRoy's Ramblings, he has lots of info/tips on these old motors. Don't get discouraged, those older motors were built with high quality and you will enjoy time on the water with a family heirloom to remember your grandfather.
