A bad seal will let water into the lower unit, causing the fluid to look like a chocolate shake. Did you try a fluid change with new vent/fill screw seals? Some unburnt oil from combustion will appear around the prop and in the water...is it LU lube for sure?

Not sure if it is lower unit oil.

I replaced the fill seal but the vent screw does not require a seal according to the parts list.

The motor sat for 15 years and i am just getting it going again.
