Hard starting, even with choke. 1989 85hp force

Im having a hard time on its first start, when i put my hand over the carb while cranking, gas flows pretty good and starts right up, what could it be?

Yes works fine opening and closing,

rebuilt carbs and fuel pump also

are they suppose to close completly, because they are opened slightly when choke is on

Yes, they should close almost completly.
Workshop manual says you should adjust the butterflies with a piece of writing paper between the carb throat and the butterfiles when closed.
