Hard to rotate throttle plate on 1965 Evinrude 18hp

1965 Evinrude 18HP that I just bought wasn't getting spark. So I pulled the fly wheel, filed the points shiney, checked the coils (oK) and reassembled. Now it gets spark so that problem is fixed. It was probably the rusty boot connection at the plug end. The problem I am working on now is that the throttle plate is pretty hard to rotate, sticking in spots. Definitely something wrong there. I disconnected the throttle plate arm at the silver clip and found that the throttle on the tiller moves fine. Its the throttle plate assembly that's the problem. I've had this same problem before on other outboards. This time it's bad enough that I need to fix it.

Do I need to lube somewhere under the fly wheel? Is the fly wheel nut on too tight? (40 ft/lbs)? It's not the carb linkage because it is hard to move even when the linkage isn't engaged. Where's the hang up?

the grease dries up and gets real sticking where the breaker plate rotates. Remove, clean and regrease

Not too much grease though, no oil. It will work its way up and contaminate points. Just light coating of grease. I always like to clean up the old grease on all aspects of throttle/linc sync along way, and re grease for smooth, throttle operation.
