Good night,
I transferred all my internals on a Omc 140hp sterndrive to a different uppercase but after remounting on the boat I realise the steering is harder to turn.....Is it a case where the retainer for the worm gear was over torqued, because I did not add or remove any of the bearings or shims that were already there

Okay I notice on each end of worm gear there is 1 bearing with a shim on either side of it...but removing any of the shims would mean there won't be anything between mating area of bearing and gear itself so not sure what to do

Is the pinion gear on right? I never had tru-course steering, so I'm kinda' shooting in the dark.

It's the worm gear that connects to that half moon gear at top to provide steering

Correct ... the "half moon" gear is the pinion gear. Is that installed correctly? I had to remove one, but never put one it. They fit a little tight (as I recall) ... if it's in a little "off" that could monkey with the worm gear I would think.
