my 87 bayliner with a 3liter motor is very hard to steer while in the water.but when on trailer steers allittle easier.what can i do to fix that problem? or can it be fixed?

I would start (assuming the cable is not corroded internally) by disconnecting the steering cable from the actuator at the transom.
(does it have power steering?)
If it does, you might have some binding in the actuator.
try to isolate each component to determine which one is binding....
