I have a 1977 johnson 70 hp which seems to run good once its warmed up a few minutes and has always started good cold.I just got it this year and it seems to never want to start up again hot. Example- If I ran the motor for 5 10 minutes then shut it off and tried to start it within the next hour it would always give me trouble and be flooded .
Today I discovered a lever behind the breather that seems to make the choke come on half way.The whole time it appears the choke has been on. Would this have been the problem? I havent had a chance to take it out and see .It seems the cowling hits it when you put it on.

Is your motor missing the silencer assembly mounted to the front of the carbs? On my 1978 Johnson 70 the lever you speak of is so protected by the silencer that I don't think there is any chance the cowl could touch it.

If you have been running with the partial choke on that could easily explain why problems with warm restarts. Unless there is some other problem this was covering up, you should see a performance improvement as well especially at full throttle. I've never run with the partial choke on so I can't tell you for sure.

Silencer? I dont know alot about engines . The lever is at the edge just behind the breather but if one wasnt careful you could bump it with the cowling.

some call the silencer a breather . that is the thing that covers the carbs with a plate over it

Yaa, that thing. No way to catch the lever on mine. Maybe longer isn't better in your case. :)
