Ron, The flywheel has a TDC timing mark on it. The block and recoil starter have timing marks on them as well. These are in the rear of the motor. Line them up and stick a screwdriver in #1 Plug hole and see if piston is at TDC. If not TDC, flywheel key could be sheared. Make sure when you reinstall flywheel it is torqued to 140# ft-LBS. You might check with Joe Reeves, since my number may be a bit off.
Also, when the timing marks are lined up, move the throttle until the timing mark on the distributor pully base lines up with the punchmark on the distributor support. Now the distributor pully timing mark should line up with the timing mark on the pully base. If not the timing belt is wrong. Throttle cam should just touch carb roller at this point as well.
The second set of points has a second timing mark on the pully base, where it faces the block. Points should just open as timing marks aliign.
