had to replace the lower unit. can get it bolted back on no problem but can either get only neutral and forward, or neutral and reverse. have kept the throttle in the same position as the lower unit gear (forward/forward, reverse/reverse, neutral/neutral) but still can only get 2 gears to work. everything lines up fine. what am i doing wrong? any ideas? thx
