HELP!!!: 70hp Evinrude idles extreamly high

ok, so i just bought me a boat from a private seller and it has a 70hp Evinrude motor on it... he told me it was a 1976ish motor but when he got it alot of the motor needed to be fixed and now it has a bunch of the 80 model parts in it.... (idk what the heck he was saying half the time, im not good with motors)

ok so the thing is....

the motor starts with like half a second of the key twisting EVERY TIME!
but when it starts it sounds like it's going wide open in neutral....

me and my dad looked at it and he can manually idle it down a little bit by pulling back the lever or whatever and it still continues to run.... but for some reason we cant get it to stay there....

any ideas on how to fix this? or is there another problem i should be looking for?

Disconnect the throttle control cable at the engine and operate the throttle by hand and see if the idle will come down, if so you need to adjust the cable.
Check and make sure the throttle plates, in the carbs, are going completely closed.

when i pull it away from the boat (to the back of the motor) it idles down and continues to run, but when i let go of it, all it does it rev way high again...

and ill have to check the plates... if this is the issue, is it a quick fix?
(at work at the moment so i will have to check it later tonight)

oh and when i pull the throttle cable back to idle it down, is that where it is SUPPOSED to be and it just kicks back up ?

if it is could i just fix this with a spring or something to recoil it back into the proper position?

try the ide screw or adjusting the cable thats conected to that arm and your idle speed should be between 600/800 give or take a few depends on how it sounds somtimes it helps to lube that arm to using a certifeid marine lube

could it be something to do with the choke pin?
could it be sticking? or would that not affect it?


(someone at work suggested it but isn't too sure about boat motors either)
