Help!!90 Force Outboard Control & Cables

I have a 1996 Mercury Force Outboard 90hp...I just finished putting the control box and cables on the boat. When i try to move the shiftier on the control box, it is the very hard to move...So i took the control box apart didn't see anything unusual. With the cables (by the way I cleaned and greased the control box). disconnected from the control box everything moved freely... I replaced both cables brand new... I checked the motor at the throttle and shift side, all seem to move ok, I double checked the routing of the cables, they seem to be with any true bends...I'm lost, I don't know what it could be.....Any help would be great..

I tried the cables both ways, the only thing I can do is take the control box back off and see if I missed something...When I brought the boat the motor was off the boat... Maybe I'm doing something wrong...

For the motor to shift and go into gear the prop or gears need to be moving.
​Have someone turn the prop as you shift.
