Help and or advice on small Merc 2 stroke

I have a Model 1007205 7.5hp which I believe to be an 85. Over the 5 years I have owned it the engine has been trouble free. I use it on my 14' alum clamming boat and probably run it at least every two weeks in season (March-Dec). The last time I put it in the water it wasn't pumping so I pulled the lower unit and replaced the water pump. It took about 8 days with the wait for parts. I left the outboard on the boat with the fuel line connected. I reinstalled the lower unit Two days ago (with difficulty). when trying to test out the new impeller I found the engine will fire and start but die. No amount of bulb priming or throttle will keep it running. The engine was running perfectly before I pulled the lower unit. I'm havinig a hard time understanding how a carb goes bad sitting on the boat 8 days when it started on the 2nd pull after sitting for three months in the same setup. Am I missing something obvious? Is there some interlock on the linkage for the shift rod?
It's a Tillotson Carb, 1364-4929. I did remove the cover over the filter screen and clean everything after the first couple of no-run starts. I have located a rebuild kit but fear that will turn out not be the problemn after $100 and a lot of eye strain and cursing.

Any advice on what I should be looking for? Bulb is very hard, I can pretty much flood the carb. If I pump enough, it will start to drip fuel. Somehow or other I am not able to deliver fuel with the throttle. Confusing.
