HELP! Carburator question Marineer 150

1987 mariner 150, idles poorly, runs great otherwise. top carburetor butterflies are not completely closed like the middle and lower carb, and they go beyond horizontal at full throttle. should they all be closed and could this be my cause for bad idle.

Yes. The plates need to be closed. The linkage throttle adjustment screws are on the port side. Loosen the top two and close the throttle pates to match the bottom and tighten the screws.

Each carb has an adjustment screw that are on the linkage arm that allow each carb to adjust independently. The bottom carb is adjusted closed after the other two carbs throttle screws are loosened and then the other two are closed to match the bottom. 15 seconds with a phillips screwdriver. ..
