Help in identifying metal plate on bass boat

Hi - I'm new to the forum and thought this would be a good place to find an answer.

I have a metal plate on the top of the starboard side of my bass boat. Attached is a picture, can anyone help me identify it's purpose?

I'm guessing its some type of base for a rod holder

It's the metal plate that all cadets are to insert in their head.:D:D:D
Actually, it looks like a "permanent mount" plate for a downrigger.

Doe's it have one on the other side? It may be a hull vent,my Sketter has one on both sides,Thats so you will have ventalation. in case you have a fuel leak in your tank,so it will vent.

I have not unscrewed it, yet. I've got 4 rod holders screwed into different parts of the boat, and thought maybe this is a downrigger base of some kind. If that's the case I'll have to try to identify what brand it might be.

Oh and no, there isn't one on the other side. This is the only place on the boat.

I went to Marine West and checked out the down riggers - it does look like a mounting plate-

IMHO due to the cost of the rigs I might be tempted to only buy one - do you really need two?

Only if you fish with two rods. Most people up here troll two rods for salmon, one on each side of the boat.

Are the holes in the plate threaded? From the picture it looks like it may accommodate a Scotty. The hole spacing and thread will help identify what it was meant for.
