I just purchased a boat with an Evinrude 40HP Big Twin and the lower unit seems to be moving. The mechanics said this was an issue but they didn’t have the parts. Anyone know how or what I would need to do to fix the issue in the video?

This is not the correct parts list for your motor, but for reference only. There are six rubber motor mounts, 2 x #39 + 1 x #48 lower, plus 2 x #39 + 1 x #22 upper. The three lower ones are broken for sure, Can't tell about the upper ones without a better view.

Yes, it has to come out of the outer shell to replace them.

Agreed rubber on the mounts has separated from metal.----Something that happens with time.-----New ones might be expensive.---" good " used ones might be available.---=Your location?

The boat is located in Gettysburg, PA right now. You two have been so helpful thank you so much!

I found all of the associated parts between eBay and the Marine Engine website. It’s about $200 for all associated mounts, bolts and associated gaskets/washers, which doesn’t seem too bad.
