Help me! '88 25sg won't run. Manual messed up???

I got this 1988 or 89 Yamaha 25sg 25HP 2 stroke motor a few months ago. Last year the carbs were rebuilt. Ran great for about 10 hours this summer using it out in the ocean. Then ran it for about 1 hour in a lake at slow speed (5mph). It started to stall. Then it would not accelerate. Then would start but stalled as soon as put in gear and load put on motor. Replaced fuel filter and still same problem. I thought I'd check the electronics to make sure that was all fine but the resistance table in the manual is all off. The values I get from the ignition control (CID) module leads and both coils don't match the values in the manual. I tested with another meter and same thing. I know that ALL of the values on the 3 parts can't be off so I am guessing the manual is screwed up? Anyone know why the resistance values in the manual don't match any of the components' leads? I'm a newbie to outboard motors. I would guess if some junk got in the fuel it would not plug the jets in both carbs so it should at least run poorly with one carb. But it now will only idle and not run with a load. Not sure where to really start. Want to rule out simple things before taking the engine apart. Thanks for any help!

Very likely you need to rebuild the carbs. Use a timing light to be sure it is firing.
