Is there fuel on the spark plugs or are they dry? What condition are the cylinders in? Do you have good compression? Is the spark on time? Check for the basics and let us know. ;)

Mix up a spray bottle of pre-mix and try to start the motor while shooting some pre-mix into the carb throats. If it fires, you most likely need to rebuild the carbs or at the very least, get new hoses from the tank, including the primer bulb. You are pumping up the primer bulb first and using the choke when you try to start it, right?? Has the motor been sitting for a while? More info, please.

You really should check out the entire fuel delivery system, and the compression before messing with the timing.

Go to NAPA and buy you a can of SEA FOAM DEEP CREEP and spray some in the carborators while motor running. You said that the motor has been sitting up so I would figure that fuel has gummed up in your fuel system in time, sea foam is good for that. If that doesnt work, consider having your carbs and fuel pump rebuilt. Rebuild kit for fuel pump is around $5.00.

Bentley, Try putting new spark plugs in first. A lot of times when a motor sits for a while, all you need is new plugs.
