you most likely have a problem with your power module (power pack) have it tested

Nah, not the power pack.

You already did the typical thing--started throwing parts at it before finding out what the problem is.

The first thing you should have done is clean the battery cable terminals. Did you? Don't just look at them, remove them and get them shiny bright.

Check the 20 amp fuse. Should be near the solenoid.

Did you use a car solenoid? If you did, you blew the safety switch. Outboards use a special solenoid.

OR a defective safety switch could have been the problem all along. It is a little switch activated by the throttle linkage.

A voltmeter and common sense and a little bit of electrical circuit knowledge would save you a whole bunch of frustration.

20 amp fuse 1st set.

90% of starter problems are bad connections. remove and clean both ends of the battery cables, so that they are shiney, also the cable from the solenoid to starter. check for nicks in the cables. and make sure the connectors are on the wire good. the cable tend to corrode from the inside out, if nicked, corroded wires, and connections, heat up and cause resistance to the follow of electricity, thus the starter doesn't get enough. you can also take jumper cable pos battery post to large post on starter. with a good connection, the engine should spin. then if the starter is good clean everything and retest. then trouble shoot solenoid. starters can be rebuit at a starter/alternator shop, much cheaper than a new one.

also have the battery load tested at the auto parts store, free, i've had new batteries go bad

sounds like the 20 amp fuse to me but it could be a lot of things. First thing you need to do is check it. If that is not it get a light tester and make sure you are getting power to the ignition ect. I have a 85hp evinrude 1970 , I can send you the wiring diagram from that if you need it.
