HELP?!?!?!? Pee Hole on Johnson 70 HP not working....

I recently bought a boat and have a problem with the pee hole. The 1983 johnson motor water doesn't come out like a stream anymore, it's only dripping out the pee hole now. I had the carb cleaned out and the water pump was replaced by the shop. I had to have them fix it two times already and they take a week to fix it.

I figure this is the third time I have to bring the boat to get it fix at the shop so I should try to figure out to fix it myself. Is there any advice on how I should go about solving this problem?

The water by-pass has nothing to do with carbs. Take the hose loose from the fitting and see what it does. If it still dribbles, the hose is plugged. If it doesn't, the fitting is restricted ...

I tried that already cleaned it out with an air hose and it was fine. The pee hold incident happened quickly too. One minute it was streaming out on the pee hole and then when i turned the boat on again the pee hole only dribbled. But thanks for the response!
