Help Replacing Shift and Throttle Cables - 1960 Evinrude Starflite 75 HP Outboard

This is going to be a multiple part question, but I will start with some background. I recently purchased at 1976 16 FT Crestliner fiberglass boat with a 1960 Evinrude Starflite 75 HP motor and a Johnson power shift II Throttle control. There were some initial issues that were disclosed by the previous owners as well as some others that I have discovered. The initial time in the water I could not get the boat to go forward but only in reverse. By the time I got the boat tied back up it would not go either way (turned out to be a seized bearing) already replaced and installed appropriate hardware to prevent from happening again(non installed oil retainer) also adjusted shift linkages. The next time it would go forward but not reverse, made further adjustments and got motor to go forward and reverse but not faster than just above idle (bolt to hold throttle lever inplace was too long and impacted motor housing, installed appropriate bolt). The most recent time I got it on the water I was able to shift into forward and reverse, however after an initial 2 minutes of higher than an idle the motor would jump out of gear immediately upon trying to increase the throttle. The research I have done has indicated that this is a worn clutch dog as well as forward and reverse gears. I have drained the lower unit oil and and disassembled the lower unit and there is significant wear on all three so I am planning to replace these. However in trying to track down issues I have noted that the Shift and throttle cables could probably use replacement (throttle cable outer liner worn and gouged and the adjustment knob will not move without serious effort)...now my questions.

In at least one guide it has stated that for outboards the cable should be long enough to allow for 1 coil at the motor side. Is this the case, should the cable be long enough to allow for this loop? If this is the case could cables that are too short (specifically shift cable) cause a motor to jump out of gear? Finally if this cause this would this contribute to the damage to the gears?
