Help rewiring nav lights

I have a little 17' sea hunt center console. The front nav lights have not worked since I got the boat. I remove the light and the wires just came out right with it. By measurement about half way down the boat. Any ideas on how to run the new wires. The sides of the boat are filled with foam and Icant seem snake anything down. Any ideas or suggestions would be greatly appreciated.

remove the rubber in the rub rail you can run them under the rubber. drill to get the wire up to the light, and to get to the console.
