HELP! stern drive will not raise...it will lower. HELP!

I have a 1970 North American with a mercruiser stern drive. I'm able to put the drive down but it will not raise. is there a switch out of alignment? does the boat have to be at a certain level/angle for it to work? I'm perplexed! HELP!

Assuming you have the three button switch. Are you holding the top AND middle buttons at the same time? After the drive is past it's trim range, you press both to raise it into the trailer position. Also, if you have down all the way in operating range, and the top button alone doesn't do anything, you have a faulty trim limit switch and pressing both will be the only way to raise it, no matter what.
