help with electric shift lower

Resealed the lower unit and the prop shaft seems a little tight. Can't move with hand but Will move with prop on Is this normal. Also I tightend the gearcase head with the four screws all the way down it locks up the shaft. Are these screws supposed to be tightened down all the way and Is that case head supposed to sit flush with the housing because mine is about a 1/8" away??

After tearing it back apart and inspecting found out the the shims that go on each side of the roller bearing in front of the reverse coil are different and was binding with the head. Now if I tighten the four screws lightly it will spin freely but if I torque them down it locks up the shaft. Just want to verify that there is two washer shims and a very thin shim that sits inside of the head? Also what are those screws supposed to be torqued to my manual said nothing about the screw torque.

I wish I had more experience with the electric lowers, but the prop shaft should turn free and if it doesn't, keep looking for the issue. The engine will turn it for sure but if tight, everything in there will be destroyed.

Well figured it out. When installing the forward coil it has to be driven in there by itself. I used the forward gear assembly to drive it in and did not seat it all the way. I guess it doesn't contact the gear and just floats there.,

In my manual it is pretty specific about those washers and says they must be put on in this order.

thin washer > bearing > thick washer.

When i was taking apart my lower , I thought I lost those pieces but they were stuck in the end cap.

but I would double check and make sure you got the order right.
