Simple steps to follow.------Remove airbox in front of carburetors.------Remove drain screw on bottom of top carburetor.-----Did any fuel come out ?-------Is the end of the screw clean or a greenish color ?----Repeat with other 2 carburetors.-----Test and see if you have spark that will jump a gap of 7/16" on a test device ( home made or store bought ) as sparkplugs are not used for that test.----Do a compression test.------Note ----no $$ spent to do this !!
Well-----Maybe the control is not in neutral.----Maybe the wee 20 amp fuse on the motor is blown.-----Maybe the throttle safety switch on the motor needs cleaning / adjusting.------Maybe starter is no good.--------Note ---If this motor is in good condition it can be started with a dead battery , just by wrapping a rope around the flywheel.
What part was cracked ??- any Pictures ?------Details needed here.----If you can find a shop that is open it should be easy to get the parts.----Your location ?
Ditch the SeaFoam. If you want to clean ignition parts, use electrical cleaner. If you have a permanent tank, may have to siphon out the old fuel. Starting with fresh fuel may be enough (start with two or three gallons). Mix is 50:1 (2.5 - 3 oz of TCW-3 oil per gallon of gas). Put the lower unit in a trash can with water about half way up the leg. Run at idle or fast idle only.
