Help with no start issue please

Hey guys found the forum trying to search for info on my issue. I look forward to being here and learning more.

Well boats a 93 four winns 190 horizon. Ford 302 omc cobra carb model. Bought boat second day it cracked block yay me. Got a used block with factory bore. Took it to engine builder and had it rebuilt as a marine engine. Lightning truck cam, brass freeze plugs stainless gaskets and blah blah. New flame thrower 2 dist as old one got broken and wouldn't start the engine, new coil, new shoft assist box. Now the info. Battery full charged brand new and load tested good. Adding fuel by spraying carb cleaner directly do into bowls. Getting 12 volt on positive side of dist. But also 12 on negative side with ognition in run. Disconnected negative wire but kept negative from dist to it. And still 12 volt at negative. Also key switch with key in run purple wires show 12 volt. Yellow red stripe shows a max of 9.7 when trying to crank. Oh timing is set correctly also its not 180 out. Hopefully this is enough info to get us started.

If you pull a spark plug wire and hold it close to the block, are you getting a spark?

If you do, put some gasoline in a small glass jar and pour an ounce or so into your carb throat and see if it starts.

Okay guys found one issue my buddy gave me non flammable carb cleaner to use as starter fluid oh fail on me for not checking. But got some starter fluid and also tried gas. I am now after finding out I was in fact 180 out of time the engine is sputtering and trying to start it just won't fully kick on. Maybe not enough fuel going in but I feel as it is.
