Help with prop selection '91 75hp mariner

1) Problem: Trying to improve my hole shot, currently sluggish, not enough to get a skier up
2) Prop manufacturer: Solas Amita Aluminum
3) Prop diameter and pitch: 13x19
4) WOT RPM with avg load: 4850 @ 31.5mph on GPS
5) Engine: 1991 75HP Mariner 3cyl, 2.3:1 gear ratio
6) Boat make model, year, length and weight: 2004 Sylvan fiberglass 17ft, 1595lbs dry weight, tag says 115HP max engine size

motor is well tuned, anti-vent plate is even with the bottom of the hull. Some nicks on the hull and it could be polished up. A lot of weight in back in with onboard fuel tank and motor. I know I'm a little underpowered for the boat weight/size, but I'm wondering what I can do to improve the low end. Not overly concerned about top end speed as long as it stays around 30mph. I'm thinking smart tabs may solve my situation, or going to 17 pitch. Any suggestions are appreciated!

You should probably run a 17 pitch to get your RPM's up towards the upper limit.

Your slip seems a little high. I think a 17" as well. it should put you right on the nose and improve your hole shot
if the slip comes down your speed should stay about the same.Any time you look for better hole shot you risk losing speed.
Smart tabs can be effective but don't be too aggressive with them start light and increase as needed. Too much and you will really lose speed
and the boat will handle strangely.I have seen them improve speed.
Would help if you could move the tank and or the battery forward.Even if only to the mid section.
