Your motor looks to be a 1981 model. I'm assuming the 50hp Mariner is pretty much the same as a 50hp Merc of similar vintage.
To answer your other question, there definitely shouldn't be any voltage on the kill wire (black with yellow stripe) to the switchbox (power pack).
If there is, there's something wrong with the ign switch or trouble in the wiring harness. There's supposed to be an infinite amount of resistance (open circuit) with the key "ON" and with the key "OFF", the switchbox is shorted to ground to kill spark.
All the other leads on the switchbox are going to ignition components which shouldn't have any external voltage applied to them, either. If there is, there's a problem somewhere.
