Here's A Brain Bender.. HELP!

This one's got me. Perhaps someone out there can help.

I have a 25hp merc outboard on my bass tracker.
Last week i took it out for the first time and experienced some surging when at full throttle. I figured there was some water in the gas from sitting all winter.

I filled up the tank with new gas/oil this morning and hit the lake.
Prime line. Pul Choke. Pull start. It fires up on the first pull! I think I'm in business.

Put it in reverse and it runs superb! Full throttle.
Put in in forward and ... Maybe 15% power.

I popped the lid and manually throttle it while in forward and i get nothing more from it after about 25%.

I'm Stumped... Any suggestions would be appreciated.

Did you purge the fuel line and drain the carb? Couls still be water in the system.

What year and model?

Is this one that the shift is included in the throttle? Twist one way for forward and throttle, other direction for reverse?

Throttling carb by hand does NOT advance timing and the engine will NOT perform at full power.

With the engine OFF look at the carb while you twist the throttle, is the carb opening fully?

Repost with your findings.

Its a 95 Mercury Tracker 25HP

The shift is included with the throttle, it shifts and throttles correctly at the motor. The linkage works very smooth and the throttle positions track perfectly in both directions.

It looks to me that the carb does open all the way when i throttle by hand with the motor off.

I'm draining the entire fuel system tonight as previously suggested although I experience no rough idle or stalling that i would expect from water and it runs like a bugger in reverse.
