Hi lex throttle control operation

I recently bought 1987 cavalier and I am unfamiliar with the throttle box. It is a hi lex model with trim and tilt botton on the arm. I am wondering how you put it in mode to pump and prime carb as well as keep it in neutral and be able to rev engine. There looks like there is a square box right in center of arm almost like you have to push that for something. I currently have it locked in hear and I can't turn over. There is alot of resistance to the throttle and I don't want to just try and muscle if forward or back and break something. Please help .

Generally, you pull that arm out from the control box to stay in neutral and advance the throttle.

That's what I was thinking. It looks like that center square is a button you would push but I pryed it off and it's just a cover with screw under it. How would you apply the force outward. I'll fiddle with it some more. Might seem like a novice question but we all start from somewhere.

push in and pull out it should pop out some you will feel it make sure lever in in neutral when you do it.
