High idle issues.

Hi, I have a 1988 Dyna Trak 180ss with a Evinrude 150xp model # E150STLCCA I had issues with it idling very high almost wide open and sort of found the culprit. I have attached a picture of what I am pointing at and also a link to a video I uploaded on you tube showing what it is doing. when idling it wont rest on the stop and has kinda like back pressure pushing it back open. What could be the cause of this and what can I do to stop it and get it to idle correctly. Thanks. I do have a Selco manual but it dosnt talk about this issue.

Might be just need a simple cable adjustment. Make sure the cable pulls the linkage against the stop.

That black plastic wheel needs to be adjusted on the cable.------No idea why it is the way it is now.
