High Idle That Wont Adjust

1970 Johnson 115 will randomly acquire a high idle 2000 to 2300 rpms on the muffs. This issue is sporadic and will not adjust down. Other times its perfect at 900rpms. Any suggestions for troubleshooting?

Idle on muffs is irrelevant. Does it happen in the water? Does your timer base move smoothly and freely? May need a little lubrication. What shape are control cables and carb linkages in?

Haven't put it in the water because of this. timer base seems smooth all other cobles and linkages look good. Could it be the Pulse pack, coil, timing sensor?
