High Tide Fuel Tank

I bought a 29 year old 16 footer this spring. The previous, who I knew, was using an outboard tank because he didn't use it enough to keep fuel in it. Worried about it going bad. I opened the floor to pull the tank to clean it. The seam of the tank compartment was sealed with silicon. I found quite a bit of water and no drain. It doesn't seem like a tank compartment should unvented. What do you say?

Usually those compartments drain to the bilge, as it is very hard to get a watertight seal with silicone. The fuel tank itself is vented. that compartment doesn't need to be.
