HM Teleflex Cable Seized Up?

I have a 14.5 foot thundercraft with a 700 series 70 HP Mercury Engine. It doesnt have any steering at all. Totally seized up. Now it is using a single cable telefix cable steering system. Is there a easy way to repair it? Perhaps dissasemble and sand cable grease oil ??? Any ideas Guys im not well off financially at this moment and i want to go Boating. Thanx Mike

If the piston is jammed in the tilt tube, you might be able to work it out with some penetrating oil and gentle tapping.

On the financial bit, grease is cheaper than parts, but it's apparently too late for that.
