Holding in the choke

So I have a 1989 Johnson 130hp Seahorse that I had the carbs cleaned, and serviced. As well as a new fuel pump put in about 2 months ago. Now it stalls under load when I put it in gear. It runs fine at top speed. But I have to rev it then put it in to gear to get it to go. I just found out that if I hold in the choke with my key it picks back up for long enough to advance the throttle to WOT, for which it runs fine . At lower speeds you can hear the enging bogging down until I push in the choke. Suggestions?

Fuel starvation to the cylinders. My initial thought.
Sure those carbs are "clean" ??? How were they cleaned ???
Pushing the key in just makes the mixture richer.

Agree with the above. Sounds like something was missed in the carb cleaning.
