Hole below intake for waterpump

I have a question. I noticed the other day when I was flushing the motor that right below where the flushing ears go there was a hole that was shooting water out just like the hole where water comes out the top side of the motor. What is that hole at the bottom for and should it be there? I have nerver noticed it before becuase I think that when we would do a flush the ears were covering the hole.

I think you're looking at the small hole on one side right below the inlet holes. That's a drain. The cavity floor is actually below the bottom intake (I know -- why not make the inlets lower?). Lets water out so it won't sit in there and get nasty or freeze.
