Holes for livewell all below water line??

Hi everyone, I'm new to the site, and new to boating in general. I have a 1986 Procraft 1510 bass boat I'm fixing up, and I have a question about the livewell. There are 2 hoses going to it, one in the transom, for the intake of water to the livewell via a pump, and the other from the livewell to the port side of the boat below the water line. Shouldn't this be ABOVE the water line? Won't water from the lake just flow up it and into the livewell, and overflow it all over the deck?

If this is a factory livewell setup, I highly doubt they built it with any back flow issues. But what do I know... :facepalm:
