Honda 50 won't turn over

My late 90s Honda 50 outboard has trouble turning over. Replaced battery, relay and starter. Once it gets past the first crank it turns over fine and starts and runs fine. Its like the starter is not big enough but the old and new starter behave the same. I can take it for a long run, turn it off, and try to start it again, exactly the same behaviour. Any ideas?

Looked at / tested the battery cables ??----Turn it over with booster cables as a test.

Sounds like a bad connection or ground. There are several ground connections on the front of the block (5 or 6 maybe?), and another one on the left side (I think that one is for the tilt relay though). That's where I would start. Pull them all and see if one of them has some corrosion going on.
