Honda BF35 will not plane out unless choked

I have a 92' bf 35 that has a fuel problem. When on the water it will not throttle up past 3k rpm unless it is choked.

I cleaned all three carbs and replaced the jet sets and o-rings but still have the same issue. I did, however narrow it down to mostly the top carb. While It was idling with a water hose connected I removed the linkage to rev up just the top carb. The motor revs up for a few seconds then goes back to idle. If I hold it there it will rev back up then go back to idle. I never revved it over 5k while doing this.

I tried the other carbs and the bottom one is fine but the middle seems to do the same thing as the top just not nearly as dramatic. The floats are set correctly and it seems to be getting clean clear fuel from the fuel pump. When I disconnect the top carbs fuel hose then crank the motor, fuel squirts out like it should.

Please help me with any suggestions...I would like to take it out this weekend. Thanks!!!

Was this inability to exceed 3k rpm related to the bad CDI unit you found? Hard to understand how the choke would influence the CDI.

Or was it something that came up subsequent to replacing the CDI unit? (BTW, good job on figuring that out!)

Just curious and wanting to try to understand better; thanks.
